Abstract.
This paper results form a literature review of the creation and evolution that has had the National Research System (SNI) of the National Council of Science and Technology (CONACYT) in Mexico. It is presented a summary of the current status of research investment in the country, the problems that have been identified and some of the challenges that must be assumed to achieve the growth of SNI. These elements are classified in three main aspects: a) from the government, b) the researchers, and c) of connection, which are analyzed from the perspective of multiple organisms and authors that developed studies on this topic. It is concluded that it is necessary to analyze and redefine the government policy that allows the researchers to be internationally competitive, spread the results through the information technologies, and redefine the figure of the researcher.
